Antonio M. Calcado is the Executive Vice President for Strategic Planning and Operations and Chief Operating Officer at Rutgers, the State University of New Jersey, serving a student population of 67,000 supported by a workforce of over 22,000.
In a career spanning more than 30 years, Calcado has held a number of leadership positions at Rutgers, including Vice President of Facilities and Capital Planning, and Senior Vice President of Institutional Planning and Operations. In 2016, Calcado was appointed Executive Vice President of Strategic Planning and Operations and Chief Operating Officer.
Calcado’ s span of authority encompasses oversight of a $3 billion dollar capital construction program, leading institutional planning and strategic endeavors, and serving as the chief operating officer managing a $450 million operating budget inclusive of auxiliary, retail, facilities, transportation, capital planning and construction, safety and emergency services, system-wide. Calcado is a leader in negotiating and structuring private-public partnerships generating over $300 million in returned equity through entrepreneurial partnerships with the development community as well as local, state and federal authorities. He has leveraged assets both inside and outside the university in order to strengthen its ties to the financial markets positively impacting the university’s balance sheet.
Operationally, Calcado is responsible for the stewardship of all of the university’s physical assets, totaling over 29 million square feet valued in excess of $10 billion across the State of New Jersey. He is responsible for public safety, crisis and emergency management, housing operations, parking, transportation, facilities operations, design and construction.
