Tom Simard, Deputy Commissioner for Administration and Finance for the Massachusetts Department of Higher Education, is a graduate of the United States Military Academy and the John F. Kennedy School of Government at Harvard University. He has served as Chief Financial Officer for several state agencies in the Commonwealth of Massachusetts, including the state's $15 billion Medicaid agency, the Department of Developmental Services, and the Department of Housing and Community Development. He joined the Department of Higher Education in 2017 and is responsible for the fiscal, information technology, human resources, and other business services for the Board of Higher Education which oversees the commonwealth’s Community College and State University sectors and directs general education policy for all post-secondary institutions in Massachusetts. In his role, Tom also oversees the Board’s administration of the optional retirement and deferred compensation programs. Tom was designated to support the working group formed by the Board to examine the state's regulatory responsibilities for campus closures, mergers, and acquisitions.
